I have a lancer body and have never had any rubbing problems. If your using a rear clip with two mounting holes make sure its in the correct one. If it is make sure your using the medium chassis setting not the small.

It may be that thing where the wheel stub thingy:
(This thing)

is too long. It might be that you grabbed that wheel stub from an upgrade kit which made the wheels stick out farther, but was meant for the rear wheels, not the front wheels. So instead of clearing the body kit, it is rubbing against it. There's this specific one that's used for the front wheels (its kinda short where the D shaped slot is and then longer past that thing that sticks out) and if you install that one, it might help you.

its the GPM. the GPM has a slight set-back on the front knuckles, causing rubbing

Make sure you have the right front clip & the back clip is in the right hole, some of the older bodies had clips with two holes in them & one made it too short for the chassis & one made it perfect & make sure you have the right chassis setting, because from the looks of the pics the chassis looks like its too short.

the 2-holed clips are for gen1 bodies, not evo bodies. evolution/street series bodyshells don't use 2-holed clips. there's really no way it's the clip unless he used the wrong clip
