decal/self adhesive paper

hi is decal paper shiny coz mine isnt shiny and it just loooks like normal paper with just a sticky back

Is it white or clear? The white I purchased is satin until applied and the clear is shinier out of the box.

Is it decal paper, water-slide paper or sticker paper?
