My two cents are to stay away from Toshibas, had a Satellite and put 3 hard drives in it in less than a year, they are known for hd problems as well.

Do you have the ability to try a known good battery in it?

The easiest first step would be to plug an external monitor into it and see what happens, do you hear the hard drive spinning up or clicking?

Search google for POST (power on self test), it can be diagnosed by beeps but it has been a long time since I have done it. Is there a symbol next to the second green light? I assume the first is "ac" power or "charging".

As long as you can hear, no, this is a way to check without seeing the screen.

if you have a warranty on it you can call them and ask whats wrong.sounds to me that either the hard drive is broke or the fan doesnt go on or the battery supply is broken.i'd call toshiba or which ever store you got it from first though

Well if it cant pass POST and the HD light never comes on I would guess the power supply is the first of your problems, BIOS should start the computer even with no HD installed...have you plugged an external monitor into it? (if not you should try that as I already said)
