As a beginner, I would lean towards an MR-01.
They are great fun with no braking function but they offer the same precision controls as a more expensive Mini-Z. These days, I'm sure you can get one for under $100.
As you get more experienced, move on to an MR-015 (MR-01 with brake function, and new suspension and drivetrain layouts) or an MR-02. Most people use MR-02s for racing.
I would not recommend a Mini-Z F1 as they are fragile and track-only vehicles.
That leaves the MA-010, which I would recommend but I am not. This is a pricey model that has parts which frequently break (and they add up)
And the Overland (this is an awesome truck) I would recommend it but you won't be getting the Mini-Z car experience.
And then the Mini-Z Monster, a truck in it's own Mini-Z category.
So try for a Kyosho Mini-Z MR-01.
Don't get cheap and get an Iwaver.

For a track racer, the MR-02 2.4GHz ASF is your best choice.
If you don't want to spend the money, get a standard 27MHz MR-02.
Most people race track with 98mm wheelbases.
