Could do it with fiberglass, only need a layer or so for this application. Very cheap and very easy.

The #1 material would be something easy to find, easy to work with, light, and floatable. I would probably say some type of plastic. That's what I think.

dont get me wrong, aluminum will work, it just has its cons, its heavy, expensive, and requires more work to get it to shape. #1 material would be plastic or foam.
