Ummm, that video was real bad quality and focus, I could not make anything out. as for strobing your lights, what little of the lights I did see were not strobing, more turning off and on real slow. I can make FAST STROBE LED circuts, been a few years since I made one, but they actualy strobe, (like turn on and off 3 - 4 times a seccond) not just turn off and on every now and then.
That being said, why do you want strobing lights.. I could see if you were putting in cop lights or something.
